Meet the Town Manager

The Board of Alderman selected Larry Faison as Spring Lakes Town Manager, and began his first day of employment on October 1, 2007.  He has been a Town Manager in two other communities, Swansboro, NC and Kilmarnock, VA and was an Assistant City Manager for Jacksonville, NC.  He and his wife Cora, have called North Carolina home since 1996.    Larry is a second generation municipal manager;  in addition to his public service, he is an Army Reservist, assigned to the U.S. Joint Forces Command, with over 26 years of service, in active and reserve status. 

He received a Bachelor of Science in Management from Virginia Polytechnic Institute and State University, Masters of Business Administration from Campbell University and a Masters in Strategic Studies from the U.S. Army War College.  

The Town Manager is appointed by the Board of Alderman and oversees the day-to-day functions of the Town. The Manager is responsible for the Alderman’s Agenda, implementing the policies and ordinances set by the Board, oversees the preparation of the annual budget and supervises department directors, as well as direce reports . Also, much of the Town’s interaction with Fort Bragg, Federal and State agencies, or other outside organizations is coordinated through the Manager's office.  For more information, call (910) 436-0242.

The Town Manager is responsible for the overall management of Town services under the direction of the Mayor and Board of Aldermen.  He is responsible for making recommendations to the Board as may be deemed necessary or expedient for the benefit of the public, and is responsible for carrying out the Board’s policy decisions.  He is required to attend all meetings of the Board of Aldermen with the right to take part in discussions, but without the right to vote.  He is empowered to make all personnel appointments.  He provides vision and leadership to the organization and oversees the daily operation of Town services such as Police and Fire protection, Water, Sewer, and Stormwater services, Planning and Zoning, Inspections, Recreation and Parks, Senior Enrichment, Water Administration, and Town Administration.  In addition, the Town Manager serves as the budget officer for the Town and is responsible for the preparation and implementation of the annual operating budget.  He must ensure that the Board is fully advised of the Town’s financial condition and its future financial needs.
