Board of Aldermen Minutes
December 10, 2007
The Spring Lake Board of Aldermen held a regular scheduled meeting in the Grady Howard Conference Room of the Municipal Complex with Mayor Ethel T. Clark presiding.

2. Invocation.
Representative Marvin W. Lucas gave the Invocation.
3. Pledge of Allegiance.
Mayor Clark led the meeting in the Pledge of Allegiance.
4. Additions or Deletions to Agenda and Approval of Agenda and Consent Items.
The Board approved the agenda and approved the minutes of the November 26, 2007 Workshop and Board Meeting.

5. Presentations.
a. Presentation to Outgoing Board Member. Mayor Clark presented Aldermen Wall with a plaque and Town coin. She stated that she appreciated his diligent work. Mr. Wall stated that the Mayor and Board has treated him well. He thanked his wife for her support during his service of 10 years. He thanked the Department Heads and employees and thanked Mr. Jackson for valuable information and for saving the Town money.
b. Oaths of Office for Mayor and Board Members. Representative Lucas administered the oath of office for Mayor of the Town of Spring Lake to Ethel T. Clark. Representative Lucas collectively administered the oath of office for the Board of Aldermen for the Town of Spring Lake to Fredricka Sutherland, Richard Higgins, Napoleon Hogans, James O’Garra, and Jack Vannoy.

6. Public Forum.
Robert “Leon” Lucas addressed the Board concerning the Water Department not responding to his call when he had a water line break on December 3, 2007. He was told that all the Water Department employees were in a class. He stated that he called several times and no one showed up for approximately one hour and thirty-eight minutes. During this time the water was shooting fifteen to twenty feet into the air. He wanted to know why it took so long for someone to respond and is it necessary for all employees to be in class at the same time. He stated that a contractor who was working at his house tried to turn the water off and it broke. He stated that the Public Works Director was supposed to call him and no one has called him yet. Mayor Clark asked Mr. Lucas to meet with her and the Manager.
Dr. Dana L. Lehr took over Dr. Knight’s veterinary practice in Spring Lake. He stated that he has to exit the location in Skyland Shopping Center due to the lease not being renewed. He stated that he enjoys the Town of Spring Lake and the clients of the Spring Lake Animal Hospital. He has plans to build a small animal hospital in Cedarwood Shopping Center and just wanted the Mayor and Board to know what his plans are.
Phil Baros stated that he has a sewer problem at his house. He stated that two Water Department employees came out and checked everything and could not find anything wrong. His complaint is a foul odor. He also complained about not being able to contact the Town Manager and Mayor. Additionally he stated that he received a notice about junk cars. He stated that he only has one junk car and stated that he has pictures of other people’s yards with junk cars and they didn’t get a notice. Mayor Clark stated that she would call him and requested him to provide his phone number to the Clerk.
7. New Business.
a. Election and Oath of Office of Mayor Pro Tem. Alderman James O’Garra was elected Mayor Pro Tem. Representative Marvin W. Lucas administered the oath of office for Mayor Pro Tem for the Town of Spring Lake to James O’Garra.
Action: The Board approved a motion to elect Alderman O’Garra as our Mayor Pro
Tem.

Vote: Unanimous

b. Site Plan P07-148, Academy Pet Hospital. Mr. Spinks stated that Academy Pet Hospital is also known as Spring Lake Animal Hospital. They are requesting approval of the site plan. He stated that the Plan Review Committee is recommending approval. Patti Speicher, Cumberland County Planning Board, stated that the owner has officially requested that the title be Spring Lake Animal Hospital. She stated that all requirements of the Town Ordinance have been met except for the sign, which will go before the Board of Adjustment in January. She requested that condition #3 be deleted and stated that Town staff has concurred.
Action: The Board approved a motion to approve Spring Lake Animal Hospital’s site
plan with the exception of item #3 under restrictions.

c. Consideration of Canceling December 24, 2007 Board Meeting and Declaring December 24, 2007 an Additional Town Holiday.
Action: The Board approved a motion to cancel the meeting scheduled for December
24, 2007 and add that date as an additional date for Town employees’ holiday.

Mayor Clark recognized Fayetteville City Councilman Bates and Councilman Massey and thanked them for coming.
8. Board and Staff Comments:

- Thanked God who is the head of her life
- Thanked citizens who supported her. She will do all she can do in these next two years.
- Thanked the Aldermen and Mayor.
- Recognized her husband Frank who supports her.
- Recognized her church members and thanked them for their support.
- Thanked Mr. Brown, a Woodland West resident for all he has done.
Alderman Hogans
- Thanked Representative Lucas for what he does for the Town of Spring Lake.
- Congratulated Mayor Clark on another term and thanked her for her leadership.
- Thanked Board members for stepping forward and working diligently.
- Welcomed Jack Vannoy.
- Thanked Mr. Wall for stepping forward and helping the Board out when they needed it.
- Thanked his wife Sheila, his family and friends for their support.
- Special thank you to his grandchildren.
Alderman Vannoy
- Thanked his wife Sheila who always has his back.
- Hoped to do the Board proud and Spring Lake proud.
Mayor Pro Tem O’Garra
- Thanked the workers of the Town of Spring Lake
- Thanked Representative Lucas for swearing the Board in.
- Thanked his family members.
- Thanked citizens for their support and for being there.
- Thanked Mr. Wall for his dedication.
Alderman Higgins
- Thanked Representative Lucas.
- Thanked Mr. Wall for his service.
- Thanked fellow Board members, the last two years has been a pleasure.
- Thanked his wife Mabel and thanked his son Michael for coming.
- Great to see Mr. Hogans grandchildren and it is wonderful to see them participate.
- Thanked the employees and Department Heads.
Mr. Faison
- Institute of Government’s Essentials of Government class is scheduled for January 23-25 and he would like to invite the Board to take advantage of this.
- Proposed several dates for workshops to help prepare the Board for their retreat in February. The proposed workshop dates for staff briefing is January 21, 2008 from 5-7 pm or January 28, 2007 from 4-6 pm.
- Proposed dates for retreat are February 6 & 7, 2008 or February 13 & 14, 2008.
Mayor Clark
- Thanked the staff for working so faithfully this year.
- Recognized the Town’s Historian Mr. Howard Pate who has not missed a meeting this year.
Mayor Clark invited everyone to stay for refreshments as we celebrate Mr. Wall’s service, Mr. Vannoy coming aboard, and celebrate each other.
10. Adjournment.
Action: There being no further business to come before the Board, the meeting was adjourned.
